New functionality

Major enhancements are the ability to:

Open help for a specified product. See IApplication::OpenHelp.
Open a specified CHM help file. See IApplication::OpenChmHelp.
Determine whether DraftSight web help is enabled. See IApplication::IsWebHelpEnabled.
Open web help with a specified URL. See IApplication::OpenWebHelp.
Set the label of a custom ribbon command button. See IRibbonCommandButton::Text.
Get the parent (block) of a specified entity. See IEntityHelper::GetParent.
Add sketch operations to the undo register. See ISketchManager::StartUndoRecord and ISketchManager::StopUndoRecord.
Get the image data and found-in path of a Referenced image. See IReferenceImage::GetFoundInPath and IReferenceImage::GetImageData.
Get the web help URL. See IApplication::GetWebLink.
Provide context-sensitive (F1) help for command window commands. See IApplication::CreateCommand3 and IApplication::CreateCommand4.
Set the unique, user-defined IDs of custom controls. See the New methods and properties section.
