Short Leader Radius Dimensions

The Smart arrows attach to arcs and point away from dimension option supports radial dimensions with short leaders.

To set the option, click Tools > Options > Document Properties > Dimensions > Radius and under Arrow placement, select Smart arrows attach to arcs and point away from dimension.
