Pan

To pan a part, assembly, or drawing in the document window, do one of the following:

Click Pan (Heads-up View toolbar) or View > Pan and drag in the graphics area.
Hold down Ctrl and drag with the middle mouse button.
Hold down Ctrl and press the Arrow keys.

Search 'Pan' in the SOLIDWORKS Knowledge Base.
