PX174C is a CATPart that includes all the small pins. By contrast, PJ1359A is a CATPart referenced at different places in the main product. So point coordinates on the local coordinate system do not change.

When imported, Composer detects clones for PJ1359A (BOM ID 13) but not for all PX174C. The BOM workshop can detect that all PX174C have the same geometry if Check coordinates system is cleared. But instances are not created. An easy way to check is to add coordinate systems. Apply a coordinate system on each PJ1359A but just one for all PX174C.
