Several users can work on the electrical project and can send messages.

You can show the list of the users connected on the electrical project. You can send a message to a user, for example to free a drawing.

Click Tools > Connected users .
Enter your message.
Click Send.

Search 'Connected Users' in the SOLIDWORKS Knowledge Base.
