Gets and sets the length ratio offset from the end of the first member of the primary structure system member pair.

This property is valid only if ISecondaryMemberBetweenPointsFeatureData::SecondaryMemberOffsetType is set to swSecondaryMemberBetweenPointsDistanceFromEndType_e.swSecondaryMemberBetweenPointsDistanceFromEndType_LengthRatio.
