You can use magnetic lines to align balloons.
To display the Magnetic Line PropertyManager:
In a drawing, click Magnetic Line 
(Annotations toolbar) or .
Parameters

Sets the line length. |
| Angle |
Sets the angle of the line between 0 and 180 degrees from the horizontal. |
| Spacing |
Select one of the following:

Equal

Equally distributes the balloons between the outermost balloons.

Free Drag
|
Lets you place the balloons anywhere on the line.
