CenterPoint
Center point of the Arc
FirstPoint
Start point of the Arc

End point of the Arc (see Remarks)
CircleArc[out] or Return Value
Arc

Remarks

SecondPoint specifies the end angle; thus, the end point does not have to be same as SecondPoint.
