You can give Windows users or groups administrative and attach access to file vaults.

In the Default Settings dialog box, click the Security tab.

Administrative Access
Under Administrative access, click Add.
- Attach Access
Under Attach access, click Add.
- From the Select Users and Groups dialog box, enter the name of an existing Windows user or group account in Add new user or group.
- Click Add.
The account appears in Added users and groups.
- Click OK and OK again in the Default Settings dialog box.
