You can move the camera relative to the look-at point. You can also change the look-at point.
The look-at point is the point in 3D space that the camera focuses on, rotates around, and zooms towards.
To use the camera:
Press Alt and use the mouse as follows:

Rotate |
Click in the Viewport and drag to orbit the camera around the focal point. |
Pan |
Click the middle mouse button in the Viewport and drag to move the camera and focal point together. |
Zoom |
Right-click in the Viewport and drag to zoom the camera in/out, relative to the focal point. |
Perspective |
Scroll the mouse wheel to dolly and change the focal length of the virtual lens. |
Look-at |
Press Alt+Ctrl and right-click a new look-at point in the Viewport. |
