You can move the camera relative to the look-at point. You can also change the look-at point.
The look-at point is the point in 3D space that the camera focuses on, rotates around, and zooms towards.
To use the camera:
Use the mouse as follows:

In the Viewport, click and drag the middle mouse
button to orbit the camera around the focal point. |
Pan |
in the Viewport, press Ctrl
and click the middle mouse button, then drag to move the camera and
focal point together. |
Zoom |
In the Viewport, spin the mouse wheel to zoom the
camera in/out, relative to the focal point. |
Twist |
In the Viewport, press Alt and drag the middle
mouse button to twist or roll the camera. |
Look-at |
Press Alt+Ctrl and
right-click a new look-at point in the Viewport. |
